Adds support for Submillisecond, a Lunatic web framework

* fix: Add submillisecond as doctest feature flag

- adds submillisecond as a feature flag for maud for doctests

* fix: Update formatting for submillisecond

- fix formatting to match rustfmt for submillisecond_support

* Add missing line break
